Vital government resources in Delaware are currently dependent on people committing crimes. Dozens of court bailiff positions are paid for by a “Court Security Fee” added to any conviction in a state court. Ambulance and fire companies receive a large percentage of their annual funding from a $10 fee added to every civil, traffic, or criminal conviction in the state. Last year, traffic tickets brought in over $2 million to Delaware’s “Transportation Trust Fund,” which is used for vital road infrastructure work. What happens when we make our government’s budget dependent on people misbehaving? And what is it doing to our communities to fund our government this way?
